Seen the updated McCann blog regarding the Fund?

Rumours have been flying around for a while now that quite a lot of the money has been moved offshore, they want to keep the fund level below the 1 million mark so there is no backlash from people giving to it, the rumour goes that this is the reason why the fund seems to pause fairly regularly, sometimes for a few days at a time, then restart as though no money has come in. I don't know how true this is, but it does seem to happen from time to time.
