In ancient Sri Lankan history was the Karava caste lower than the Govigama caste (or vice versa)?

Many sources don't give a proper description for e.g. wikipedia, at one point it describes Karava a Kshatriya caste higher than the major Govigama caste in Sri lanka. In another part it describes Govigama as the highest ranking caste and karava a fisherman's caste. So I'm confused. And how come all 'ge' names derive from Karava caste when it is also said that almost everyone in Sri lanka have 'ge' names.
