If snow is too deep to plow what is Plan B?

My sister is in Chicago and has 4 foot drifts against her front door and garage door. She called the man down the street to come plow it, and he came and said it was too deep to plow - he was afraid his truck would get stuck. Well now she is a prisoner in her home -- who should she call?
