I just got a call saying i won a trip to the Bahamas!! Is this a scam?

so i went online a week ago and entered contests. And today i got a call and she said its free for the cruise except for a government fee of $59 to leave the country and come back (its the law) and that i would have to charge it on my debit card right now in order to reserve my spot! Is this bs???My mom said I couldnt do it cuz I would have to fly to a place and aboard the ship. SO i would have to pay for airfare, i dont have any money. It sucks!!
